La ricerca di questa tesi di Master cerca di approfondire lo studio dal punto di vista degli aspetti della Salute Sicurezza (in luogo di lavoro) di un progetto edilizio di costruzione, realizzato a Milano in zona Sansiro per la ristrutturazione del settore dell’hospitality dell’Hotel Melià. Il progetto e la sua realizzazione hanno presentato processi complessi di organizzazione del cantiere perché eseguito in parallelo e concomitanza con l’attività funzionale dell’Hotel (che non ha potuto essere chiuso completamente). Lo studio analizza tutti i processi e le azioni che sono state intraprese con lo scopo di raggiungere il massimo livello di qualità del progetto nel rispetto ed implementazione delle procedure di Salute e Sicurezza, sia nel riquadro della legislazione nazionale vigente che verso il rispetto degli standard internazionali rappresentati dalle raccomandazioni e convenzioni delle agenzie di riferimento in Health and Safety (ILO, OSHA/usa, HSE/uk)
La fase cantieristica di costruzione è stata sviluppata in quattro fasi:
- phase (1) la pianificazione e la realizzazione di tutte le opera provvisionali necessarie atte a creare un luogo di lavoro che permettesse la coesistenza di un area di cantiere e di un area ove le attività funzionali dell’Hotel potessero continuare.
- phase (2) esecuzione delle opera di strip-out e di bonifica, demolizioni
- phase (3) realizzazione delle opera di posa degli impianti elettromeccanici e speciali (MEP), ricostruzioni strutturali e opere murarue, opere civili di finitura e completamento
- phase (4) realizzazione dell’opera di arredo fisso (millworks), disposizione degli arredi di fornitura e di tutte le soft decoration

La tesi cerca di investigare i seguenti punti :
- Analisi dei processi di H&S nelle quattro fasi della costruzione individuate
- Analisi del Sistema di gestione della sicurezza messo in atto dal employee.
- Identificazione del livello di cultura di H&S dimostrato in questo cantiere/caso studio
- Identificazione degli aspetti positive e di quelli negative espresso nel sistema di gestione della salute e sicurezza nel cantiere.
- Identificazione dei rischi di progetto e verifica delle azioni messe in atto tramite il Sistema della RAMS previste dal sistema di gestione della sicurezza.
- Analisi di alcuni casi studio/topics Hazard trovati durante la costruzione e le procedure per minimizzare ed eliminare i rischi (esempio: lavori di rimozione amianto)
- Le procedure messe in atto in un caso studio di LTI (Long Time Injured) accaduto durante lo svolgimento del cantiere
- Analisi dei “Near Misses” individuati in sito e gli effetti delle azioni intraprese per l’eliminazione dei rischi da parte del GC
- Analisi di come la programmazione dei lavori interagisca e impatti di H&S
- Focus sull’importanza del coordinamento di differenti subappaltatori che operano in sito indipendenti (e non sotto un unico GC), key point del H&S management
- Investigazione su come sono state gestite e coordinate le comunicazioni H&S dall’ Employer al GC e dentro l’organizzazione del General Contractor.
- Analisi dei fattori principali di monitoring e aggiornamento del Sistema di gestione della sicurezza messo in atto per il cantiere.
The construction site
La scopo finale della tesi è quello di identificare gli aspetti positive e quelli negativi che hanno influenzato il cantiere di costruzione in termini di “cultura della sicurezza” e delle procedure applicate.

The research of this thesis is the study and analyses with the view of Health and Safety aspects for a construction project realized in Milan for the refurbishment of Hotel Melia. This construction project was complicated because realized with the activity of Hotel still in function. The study tries to analyze all the process and organizational actions were put in place for this project in order to achieve the maximum level of the quality project realization with the Health and Safety procedure. The analyses will touch the aspect of H&S for this construction works organized with the actual Italian legislation, with an open view connected with the compliance of the international standard in parallel get the point of view according to the other role of enforcement international agencies in Health and Safety recommendations and conventions (ILO, OSHA/usa, HSE/uk)
The construction works had four different phases:
- phase (1) of necessary provisional works to create a co-existing areas site construction works/hotel still in function
- phase (2) remediation works and strip out
- phase (3) MEP installation and civil finishing works
- phase (4) furnishing display and soft decoration activities
In this contest the thesis research will investigate those points:
- analyses the H&S process in all the 4 site construction phases
- analyses of the Organization Health and safety management systems put in place by the employee
- identification of the level of H&S culture in this site construction works
- identification and underlying of the good aspect as well the bad aspects of the H&S management system
- how was handled the risks analysis and identification and the process (RAMS) put in place for the different H&S safe system of works
- analyses of some topic case of Hazards founded during the construction works and all the procedure utilized to minimize and removal (example : remediation of asbestos) those hazards
- the procedure occurred in a case study of a LTI (Long Time Injured) occurred during the construction works
- analysis of “near misses” detected on site and the effect of actions taken, and the interpretation by the GC of the near misses
- analyses how the site construction time scheduling impacted in the H&S procedure
- analyses of the case when the General Contractor received the instruction from the Client to reduce the time scheduling to optimize the final deadline according with the marketing new opening strategy of the Hotel, and what impact in the H&S site procedure
- a focus of in how the coordination of tasks between different supplier on site (not under an unique General Contractor) is an key point of H&S
- the investigation in how was handled the communication of H&S from the Employer to the GC and inside the organization of the General Contractor.
- Analyses of key factor for monitoring and updating the Organizational Health and Safety System procedure put in place in this construction site.
The final assessment of the thesis will identify the main factors that positively and negatively have influenced this construction site in terms of Health and Safety culture and correct procedures applicated
