Project Overview
Slatina infrastructure project contains 66km gravity corrugated pipelines, 57km PE pressure lines, 5.6km rehabilitation of the existing lines, 1.000m3 water tank construction, home connections, drainage lines, roads, walkways, bike ways and landscaping. The project is Fidic Redbook contract and the time line for the project is 33 Months. Project is financed by European Union Funding and International bidding process has been concluded.
The scope of the work is summarized below
• Construction of a drainage system with a total length of 57,563 m,
• Reconstruction/rehabilitation of the existing drainage system with a total length of 4,302 m,
• Construction of 33 pumping stations,
• Construction of 4 load-relief structures (rain spillways),
• Construction of 2,071 preparations for house connections to the drainage system,
• Reconstruction/rehabilitation of the existing water supply system within the settlement of Slatina in a
length of 5,427 m,
• Construction of the water supply system to the settlement of Lukavac in a length of 6,746 m,
• Construction of a water reservoir with a total capacity of 1,000 m3
• Construction of 989 preparations for home connections to the water supply system

The Contractor’s Claim
After signing of the agreement, the Contractor has started to fulfil its obligation to commence the Work at site. The official commencement date for the project has been noticed on 13.09.2021 via Engineer’ s Letter SLM-20210913-0042-IR1 and the official commencement date has been released as 22.09.2021.
The Contractor claims that it is entitled to Extension of Time for Completion in accordance with provisions of the Contract.
Furthermore, the Contractor claims it is entitled to seek additional payment for compensation of costs related to longer duration of Works, as well as for additional materials and works required.
The Contractor prepared analysis of the delay to explain Extension of Time for Completion it claims it is entitled to, as well as detailed explanation of its right to additional payment in following sections of this Claim.

In the light of the FIDIC trainings we have seen in the master program, as this EPCI project, the project and contract management are secured with international standards, and the sustainability of the project is ensured by taking the necessary methods as a reference.
The thesis topics are project and contract management and recovery plans created by making delay analysis. It is included as general information in contract management. The main topics we examined in project management are: determining the scope of the work, preparing the work schedule depending on the necessary critical phases, and preparing the procurement schedules. The interface points are determined and the necessary solutions are prepared for the problems that may arise, monitoring and execution plans are made, and all of these are carried out depending on the quality management. In addition, risk management and responsibility matrixes are prepared.
According to the Delay Analysis Report, each discipline makes delay analysis properly and arranges dynamic 3 Weeks Look Ahead, it also defines the requirements for manpower, equipment, tools, etc. based on the engineering procurement construction phase to complete the project on time.
